Cardinal Javier Lozano Barragán was born on January 26, 1933, in Toluca, Mexico. He was ordained as a priest in 1955 and received a doctorate in dogmatic theology. Barragán played a significant role both in Mexico and the Vatican. In 1979, he was appointed as an auxiliary bishop of Mexico City, and later, in 1984, he became the bishop of the Zacatecas diocese. He held several positions within the Church, including President of the Mexican Theological Society and Director of the Theological Pastoral Institute of the Latin American Episcopal Conference (CELAM).
In 1996, Barragán was called to Rome to become the President of the Pontifical Council for Health Pastoral Care and was appointed as an archbishop in January 1997. Pope John Paul II made him a cardinal in 2003. Cardinal Barragán was known for his strong opposition to abortion and euthanasia, aligning with the Catholic Church's teachings.
Cardinal Barragán passed away in Rome on April 20, 2022, at the age of 89. His death marked a significant moment for the Catholic Church, as he had been a dedicated servant to the Church for many years. Pope Francis expressed his condolences, highlighting Barragán's commitment and service.

While US bishops continue to line up on either side of divided opinion about pro-abortion 'Catholic' politicians' reception of communion, Church officials outside the US are becoming ever more outspoken. The President of the Pontifical Council for Health Pastoral Care, and the Mexican Theological Society, Javier Cardinal Lozano Barragán, said at a conference on Pastoral Health Care in Mexico City that any group that promotes or participates in abortion cannot be considered Catholic. "Those who encourage abortion, those who obtain abortions, those who perform them, are outside the Church," he said.
In his capacity as president of the Pontifical Council for Health Pastoral Care, he has addressed the misconceptions that Christian ethics is in accord with modern bioethics. He said that the Church would never relax its vigilance against abortion. "The Fifth Commandment says, thou shall not kill. Abortion kills, therefore it is murder, and the worst part is that it's the mother who kills her own, defenseless child," he said.
In February of this year, on the eve of the World Day of the Sick, Cardinal Lozano Barragán decried what he described as the 'new paradigm' in bioethics. Speaking at Lourdes he said that the new paradigm precluded the Christian understanding of God. He warned that the new ethics is being promoted by the United Nations and the World Health Organization and the United Nations Educational, Scientific and Cultural Organization.
At the Mexico conference, Cardinal Lozano Barragán reiterated the Catholic ban on artificial contraception, the so-called 'morning after pill,' and the use of condoms to prevent AIDS. These form a major part of the population control work of organizations like WHO and UNESCO.
